To Com mander Robinson's excellent work, The British Fleet, I am much indebted, as also to his literary experience for most useful hints as to the best method of procedure.
But it is to Mr. John Leyland that I am the most deeply indebted. He has helped me throughout the work, and has paid special attention to the historical and constitutional aspects of Naval Administration. There are some parts I could not have written without his assistance, so cheerfully rendered. I am glad of the Opportunity of doing justice to his zeal and energy.
For myself, I have learnt more of the interior work ing Of the Admiralty by the compilation of this volume than I did in five years at the Admiralty, Where the work in one's own department is more than sufficient for the day.
