Inzwischen bekundete Rußland in seiner Weltpolitik höchste Zielbewußtheit, die im Verein mit der geschickten Diplomatie immer den Einfluß des Zarenreiches nach außen hin zu stärken, sowie dessen innere Schwächen zu verdecken verstand. Diese traditionelle Politik besteht darin, Westeuropa systematisch hinters Licht zu führen, abwechselnd mit verschiedenen europäischen Staaten Bündnisse abzuschließen, niemals aber die übermäßige Stärkung des Verbundeten zuzulassen. Es bedarf nicht eines be sonderen politischen Scharfblicks, um das an Frankreich zu be merken. Es ist z. B. Bereits wiederholt vorgekommen, daß der russische Gesandte in Konstantinopel die Pläne seines französischen Kollegen durchkreuzte. Und wenn heute die französischen Re aktionäre von Rußland aus revolutionäre, gegen den Bestand der Republik gerichtete Schriften nach Frankreich einschmuggeln woll ten, so würde Rußland der verbündeten Pariser Regierung gewiß nicht mit solchem Eifer Beistand leisten, wie es Preußen der russischen Regierung gegenüber tut.
