Train rules should be brief and clear and so word ed as to leave no doubt as to their meaning. There should be as few rules in the book as possible. The Standard Code is a good example of brevity and is the best set of rules in existence today.
Special instructions and Bulletins making addi tions to the rules should be used sparingly for they sometimes unnecessarily give the impression that the rules are inadequate. These additions are usu ally issued after some accident and are prompted by a commendable desire to prevent a repetition of it. But an accident is not necessarily an indication that there are not rules enough.
