Bates has performed is of such value to our Nation and to all civili zation, that there ought to be no unnecessary restriction on the dissemination of his masterly articles, among both the members of his profession and the public at large. For what he is doing to make possible the construction of the right waterway across the Isthmus, The New York Press as one of the champions of sound American institutions, is profoundly grateful. Not only is it a great pleasure to grant Mr. Bates all rights to use in any manner he sees fit the material which he has contributed to our columns from his wealth of scientific attainments and technical experience with the greatest engineering projects of the globe, but it is a duty.

The initial grant was one hundred and forty -ve millions, yet with an additional eight million and the various sums authorized by Congress for canal purposes, the appropriations total over two billion dollars. Over ten draining years and a total cost, with interest, of upwards of 550 millions are still needed to complete the construction. Despite the enormous funds poured into the project, the excavation of the Culebra Cut, the backbone of the canal, is still unaccomplished. The report of 1907, ostensibly the best annual review yet made, sidesteps responsibility for the perilous design, echoing the same hollow reassurances voiced by the experts whose flawed Wachusett Dam prototype continues to slide in its crucial mass. The labor problem also remains unsolved.
