Must they henceforth go their several ways because those who would stand together for the time have been parted? Perhaps this Memorial Volume may in slight measure serve to strengthen the international bonds and reknit those that have been severed, since it indi cates so clearly that we cannot attain the highest ends Of statistics except through mutual understanding and help fulness.
