We, the Commissioners appointed by Commission of date the ninth day of March, 1929, have the honour to, make the following Interim report in respect of certain operations of Walter H. Russell, of the City of Port Arthur, either individu ally or by and through companies Of which he was the principal and almost the only stockholder, or the manager.
