Apart from the fact that many of the ideas which the pioneer state in railway regulation gave to the country were borrowed in turn from England and Continental Europe, a just appreciation of the importance of the circumstances and the surroundings in which the means of regu lation operates is impossible without a knowledge of the various solutions of railroad questions under different political conditions.
