The authorof the following tract has long been in the habit of examining his own thoughts on paper, upon all the quefiions of confiitutional law and government which have occurred within his own time; and not unfrequently has committed thefe thoughts to the judgment of the'public. To thefe publications he has never affixed his name, becaufe doing this might feem to intimate an opinion, either that his name carried weight and authority, which he has not the vanity to think, or that thefe tracts were of a fort from which he could advance any little reputation he may enjoy. At the fame time the author has never wilhed to conceal his name, becaufe he never wrote what had not the fincere conviction of his own mind, and was ever willing to be re.
