The following Lecture is published nearly in the same form as that in which it was originally de livered on the 15th of January. In submitting it to the eyes of the public, and to the notice of his professional brethren in particular, the au thor has no apologies to offer. He has been in duced to take this step, simply by the desire of contributing his share towards the improvement of a most important branch of physical science. He has retained the form of a lecture, in order to mark most effectually, that to the junior members of the profession alone, he presumes to address his Observations.
