The author argues that the idea of state control over trade and commerce has waxed and waned over time, beginning with a heavy-handed approach in England in the early days of parliamentary rule. While many statutes were passed with the aim of restricting freedom of enterprise, most notably the Statute of Labourers of 1349, they proved difficult to enforce and were gradually abandoned. In the United States, similar attempts at state control were made during the Revolutionary War, primarily in the form of price-fixing legislation. These, too, proved ineffective and were repealed. By the 20th century, the author contends, a consensus had been reached in both England and the United States that it was both undesirable and unnecessary for the state to interfere with the freedom of contract, whether of labor or of merchandise. The book concludes that this view remains the dominant one today.
