The following pages embody some results Of an inquiry undertaken by me as Mitchell Student of the University Of London and conducted mainly at the London School of Economics and Political Science. The most interesting portion Of my studies, however, was the practical investigation of tariff administration in the United States and Canada, which I was able to make on my Visit to those countries in the year 1910.
