I could present no better introduction to a short historical account of our national censuses, the first of which was taken in 1790, in accordance with the second section of the first article of our Constitution, which requires an enumeration of the inbah itants within each subsequent decade, in pursuance of which, we have made seven enumerations of our people, and have commenced preparatory measures for taking the eighth. The provision of the constitution requires nothing more than a mere numbering of the inhabitants, made necessary for an equal representation in Congress, and the apportionment of taxes (should it become necessary for the support of the government) among the several States in proportion to the population of each.
