Among the many beneficent measures signed by President Taft none was more important than the inauguration of the Department of Labor, the func tion of which is to improve the condition of the great wage-earning classes of the nation, and in achieving this laudable object to promote harmonious relations between employer and employee. In this way only can the social and industrial peace be established that is prerequisite to the co-operative effort of those engaged in the development of our great national industries.
