At the close of the nineteenth century England was, to all appearances, as conservative as any nation in western Europe. The enthusiasm for the extension of the suffrage and for the reform of ancient abuses, which had stirred the country for a hundred years, seemed to have died away. Contentment with the existing order, and interest in great enterprises in South Africa and other parts of the world, characterized English poli tics. From 1886 to 1906 (except for a short period in 1892 189 5) the Conservative (or Unionist 2) party was in control of the House of Commons and the government. Liberalism appeared to be dead, and the agitation of the socialists appar ently made no impression on the workingmen.
