Through all the story we can see the Slow development of a representative form of government, which, checked - now here and now there - by royal prerogative, at last burst its bonds and emerged a free people. \tile the path of progress of the Republic has ever led onward, it was not without, now and then, a mighty struggle, as in the great Civil when the nation had to decide whether a government constituted as it was would con tinue to exist. The Republic rendered its decision, and then and there entered on a career of advancement unequaled in the history of mankind.
