In the Far East. The situation in the far east practically remains unchanged. It is reported that the czar has left the issue of peace or war in the hands of Viceroy Alexieff on account of the difficulties of directing the negotiations and the necessity of immediate action. Admiral Alexieff has a high reputation 'not only as an executive seaman, but as possessing exceptional diplomatic qualifications. From reports received in this country Japan has proposed to Russia (1) that the two nations should mutually respect the independence and territorial Integrity of Korea, (2) that there should be reciprocal recognition' of the special Interests of Russia in Manchuria and of Japan in Korea, and (3) that Japan should respect the commercial rights of Russia in Korea, while Russia should respect the similar rights of Japan in Manchuria. Russia has made reply in substance as follows: "We will take all of Manchuria and half of Korea and you may have the other half of the latter country." This proposal is felt by the Japanese government to be impossible, almost Insulting. A curious phase of the crisis is that both governments appear to regard war as inevitable, but each is trying to throw the responsibility of instituting actual hostilities upon the other.
