When the inspection document does not state the subsection of the tariff to which a particular kind of goods declared in the said document belongs, then the amount of the liinmentioned in paragraph 285 to be exacted in respect of the aforesaid kind of goods shall be determined by comparison with the next lowest section or sub-section of the tariff. 296. The fines exacted in respect 'ot goods or articles inspected' on the basis of invoices or specifications shall be a lien only on the said goods or articles and on none other. In order to obtain such goods or articles the owner of the same shall be free to pay theaforesaid fines within a period of two months from the day onwhich the order inflicting the said fines shall have taken effect (paragraph 305). After the expiration of that period, the goods or articles shall be set aside for sale by public auction. 297. Persons not coming within the scope of paragraph 284 shall be liable to the fines mentioned in the 285th and following paragraphs only in the event of their having intentionally made false statements in the inspection documents. 298. IF, in the course of inspection, there shall be discovered goods or articles concealed in specially-constructed, secret receptacles, then, in addition to the said goods or articles being' confiscated, the owner shall be subjected to the fine for contraband. 299.
