A.--No; they were just in the original condition as they were taken from the bonds. Q.--Do you think, from your knowledge of the city government, that it would be any improvement to appoint the Comptroller instead of electing? A.--I don't think it need make any difference if the Mayor discharges what I conceive to be his duty. During the time that I was Mayor I held control of the Comproller. In that respect I differed from both my predecessor and successor. My idea was that the Mayor was the chief executive officer of the city, and the heads of the departments w'ere his subordinates, subject to his control and direction. In this view I did not permit the chief of any department to perform any official act involving any moderately large amount of money without first reporting the facts to me for approval. I required the heads of all the the departments to report to me every day, to keep me thoroughly advised of their doings. I believed it was my duty to do so, for I was responsible to the people for the acts of my administration, whether committed by myself or my subordinates. In my view the Mayor should be held respon bio for the acts of his subordinates. I am aware that my view is different from others who have held the office; but lam satisfied it is the correct one. I never had any difficulty in carrying out this view of my duty. My subordinates concurred with me heartily, and we were all friends. In case of any misunderstanding, as to business between ths departments, the matter of difference was submitted to me as umpire, and my decision was final.
