Hence, it will be impossible to create under acceptable conditions the Dumont Canal and the other irrigation canals, which will not cease to be demanded by the departments interested. If the sills at the heads of the feeders were placed at 20 inches above the lowwater line, as is now proposed, but with the hope of something better, the canal would be dry during the greater part of the summer, and this would cause ruin or riot in the departments through which it passes. If an arrangement were made to furnish it at all times with a small supply--as, for example, 530 cubic feet--the injury to navigation would be slight, but the net value of the canal would fall to $6,000,000, and would no longer suffice to justify the expense. If now, or at some future time, it were admissible at all times to withdraw 2,400 cubic feet, the net value of the canal would reach 828,000,000, the cost would not be sensibly increased, and the undertaking might become useful and profitable for the public welfare; but, then, the discharge of the Rhone would fall to 4,944 cubic feet, which is less than the discharge in the harbor of Lyons, where the necessity of renouncing dikes and adopting dams has been long recognized. The much-desired agreement between the interests of agriculture and those of navigation, between the navigable Rhone and the Dumont Canal, is therefore unattainable with dikes. Horse-towing is an important interest in the second division, principally in the first section, from Lyons to Givors, which is the subject of the present Suppression of towing by animal report.
