The author was sent to France to investigate aerial bombardment problems on the Western Front, and was promoted to Chief of the Co-ordination Staff under Major General Patrick, Chief of Air Service. From May 1918 to the end of the war he participated in the complete overhaul of the US Air Service. The book has chapters on the Supply and Repair Division, Personnel, Design and Projects, and Training Divisions, plus the activities of the Technical, Transportation, Liaison and Photographic Sections.
