Downey joined the Irish Department of Post and Telegraphs in 1981 as an executive engineer in the switching department, and in 1988 was transferred to the technical training division, where he designed and delivered a range of courses on PCs and LANs. He has a bachelor's degree in electrical engineering from the University of Dublin.
