The debate on US trade policy and the US trade deficit usually focuses on macroeconomic policies including budgets and exchange rates, on structural policies (especially taxes and antitrust) and on trade policies and trade barriers in other countries. The effects of US export barriers are largely ignored even though they may deter tens of billions of dollars of US export sales annually. This study assesses US policies that may act as disincentives for US exports, including sanctions and export controls and domestic policies that inadvertently impair US export competitiveness such as occupational health or safety regulations and environmental controls. The book recommends a more balanced approach to policy in the future to account for the increased US need to compete effectively in the world economy.
