Whether System, Machine, Establishment, Administration, Organization or Bureaucracy, it is run by bureaucrats. Bureaucrats are real people, even as you and I, but they do the darndest things, especially during working hours. In the episodes in this book, we will note the symptoms we encounter without any pretense that we have catalogued them all.
