Numerous historian have frequently noted the presence of Confederate forts and batteries along the Potomac, implying that they impeded and harassed Union shipping. Some writers did actually refer to these fortifications as constituting a blockade, but without explanation as to whether they were effective or not. Now, for the first time, the story is told. Readers will find a clear, candid, frequently amusing appraisal of the efforts of the military and naval forces of both sides, North and South, presented in an easy, flowing style. Accompanied by numerous photographs from many sources, it becomes a personal story, sometimes told by the participants themselves. It will appear tremendously to anyone acquainted with this historic area, and to all others who want to learn of this previously neglected aspect of the Civil War. Confederate land batteries along the Potomac River cut off Washington, D.C., President Lincoln's seat of government, from communication by sea during the Civil War's first year. For a period of nearly five months, despite the erection of over 40 Union forts to protect the capital city, and the deployment of thousands of men and a flotilla of ships, the Confederacy cut off all access to Washington from the Sea. Those grey artillerymen forced his administration to rely on just one single-track branch line of the Baltimore and Ohio Railroad for all its needs. Despite the presence of a Federal naval flotilla patrolling the Potomac River, and the army's forty plus forts built for defense of the capital, the port of Washington was closed. And so Washington's population experienced severe shortages during the winter of 1861-1862.
