Starting from Scratch
The Telecommunications Act of 1996 was truly a sea-change in communications law. For those of you who are trying to figure out what went before the Act and what the Act was written to accomplish, my book is a good place to start.

The book was written in a way to convey the history of communications and the basics of the Telecommunications Act in such a way that you don't need to be an expert in either to understand the new legislation and the effect it is likely to have on competition and communications in the United States.

The book has been reviewed favorably by a Vice President of Bell Atlantic and a professor at George Washington University.

Another review about this book on Amazon.com makes some valid criticisms. The most apt is that the book is not current through the present date. An appendix in the back of the book lists the FCC proceedings that were underway in August of 1996 to implement the Act. But the reader needs to track that regulation at the FCC website to be truly current. In defense of the book, however, I didn't write it for telecommunications attorneys. I wrote it to be a place for people to start when trying to make sense of the change in telecommunications law and regulation.

A second criticism is that the bulk of the book is the Act. That's correct. Much of the book is the text of the Communications Act of 1934, as amended by the Telecommunications Act of 1996. But the feature that makes that appendix so valuable is that it shows the changes to the old law by the new one. To really "see" how the new law changed the old one, this appendix is indispensable.
