In particular, it discusses strengths and shortcomings of the defense planning framework used in the 1993 "Bottom Up Review." Among the topics covered are planning under uncertainty, capabilities-based planning, ballistic missile defense, future conflict scenarios, weapon modernization, program budgeting, and deterrence of regional aggressors.
