The book has been reprinted and is available (as of October, 1996). It has a number of chapters relevant to the review of military strategy that the government will initiate after the presidential election. In particular, it discusses strengths and shortcomings of the defense planning framework used in the 1993 "Bottom Up Review." Among the topics covered are planning under uncertainty, capabilities-based planning, ballistic missile defense, future conflict scenarios, weapon modernization, program budgeting, and deterrence of regional aggressors. The book is being used as a "reader" in graduate programs on international security and defense planning.
