This report addresses the full agenda of the new bipartisan Joint Committee in the Organization of Congress. The report offers many specific recommendations for strengthening Congress and improving its deliberative capacity. This book is the second in a series by the Renewing Congress Project, a joint effort of the American Enterprise Institute and the Brookings Institution.
