David W. Breneman served as Director of the Public Policy Program at the Batten School of Leadership and Public Policy at the University of Virginia. He was a senior fellow in the Economic Studies program at the Brookings Institution.

Susan C. Nelson, a former research associate in the Brookings Economic Studies program, is a senior staff economist at the Council of Economic Advisers.
