While there is a widespread belief amongst parents and teachers that pupils benefit from being in small classes, just what effect class size has on pupils' education continues to be the subject of educational debate. This research project involved surveys of 950 headteachers and 750 class teachers, investigating their views of how class size affects the management and organisation of schools and the practice of classroom teaching. Drawing on the survey data and on the day-to-day experiences of 20 teachers of larger and smaller key stage 1 classes, this report examines these issues in detail and discusses the implications for schools of an externally-imposed class size limit of 30 pupils or fewer.
