ROBERT J. LIEBER is Professor of Government and Foreign Service at Georgetown University, where he served as Chair of the Government Department from 1990 to 1996 and as Interim Chair of Psychology from 1997 to 1999. He is an expert on American foreign policy and U.S. relations with Europe and the Middle East. He was born and raised in Chicago; he received his undergraduate education at the University of Wisconsin and his Ph.D. at Harvard. He has held fellowships from the Guggenheim, Rockefeller and Ford Foundations, the Council on Foreign Relations, and the Woodrow Wilson International Center for Scholars. In addition he has taught at Harvard, Oxford, and the University of California, Davis, and has been Visiting Fellow at St. Antony's College, Oxford, the Harvard Center for International Affairs, the Atlantic Institute in Paris, and Fudan University in Shanghai.
Professor Lieber is author of five other books: British Politics and European Unity (1970); Theory and World Politics (1972); Oil and the Middle East War (1976); Contemporary Politics; Europe (co-author, 1976); and The Oil Decade (1983 and 1986). In addition, with Kenneth Oye and Donald Rothchild he is co-editor and contributing author of four volumes on American foreign policy: Eagle Entangled: U.S. Foreign Policy in a Complex World (1979); Eagle Defiant: United States Foreign Policy in the 1980s (1983); Eagle Resurgent? The Reagan Era in American Foreign Policy (1987); and Eagle in a New World: American Grand Strategy in the Post-Cold War Era (1992). He also is editor and contributing author of Eagle Adrift: American Foreign Policy at the End of the Century (1997).
Dr. Lieber has been a foreign policy advisor in several presidential campaigns, a frequent contributor to scholarly journals and newspapers, and a participant in discussions of foreign affairs on television and radio. Among his other credits are "killer" tennis and a walk-on part in the Alfred Hitchcock film classic, "North by Northwest."
