Instruction in public institutions. The Commission of 1882-83 fumished a most copious and valuable report upon the state of education as then existing, made a care ful inquiry into the measures which had been taken in pursuance of the despatch of 1854, and submitted further detailed proposals for carrying out the principles Of that despatch. They advised increased reliance upon, and systematic encouragement of private effort, and their recommendations were approved by the Government of India. Shortly afterwards a considerable devolution of the management of Government schools upon Municipali ties and District Boards was effected, in accordance with the principles of local self-government then brought into operation.
