Clark University, Worcester, Mass. It is hoped that the following account of the theory and methods of construction will direct the way and materially decrease the labor of any future undertakings of a similar character. Very little is to be found anywhere on the precautions to be taken in very precise work of this kind, and there were but few formulae accurate enough for the calculation of the completed standard in absolute measure. It is hoped that the pres ent paper will to some extent fill this lacuna in the literature of the subject.
