To his utter amazement, Jim Rawlins was one of the three students chosen from the United States to study the Galactic Federation of the Aliens. Earth was not included in the Federation - it would not qualify for membership until the scientists could discover a way of travelling faster than light - but the Aliens were allowing a few specially selected students to study the workings of the Federation from within. Jim was not at all sure that he liked the idea, and he became even more dubious when he met his fellow student - Ellen, an extremely youthful-looking sociologist, and Curt, a historian with an air of cultivated eccentricity. Neither of them impressed him much at first sight, and he was puzzled too be their Alien companion, a creature of great strength and benevolence, with the general appearance of an outsized squirrel. But when the four found themselves marooned on Quebahr, a word outside the Federation, Jim realised that each one of them had a contribution to make. Quebahr was inhabited by three races of high intelligence - the human-looking Mauregs, the kangaroo-like Walats and the lizard-like Noifs. The three were on the verge of race warfare, and Jim was faced with a decision that would affect the whole future of Quebahr as well as the safety of himself and his friends.
