L'ecole dominante lui impose, comme unique programme, la moralisation de la peine, le relèvement du coupable par le châtiment, son reclassement apres libération. Mais, pendant qu'il poursuit cette séduisante utopie, pendant que la question pénitentiaire absorbe son activité et ses ressources, la criminalité monte, elle ronge, peu à peu, la digue impuissante qu'on lui oppose, et la grande tribu rebelle se concentre et s'organise, en face d'une société régulière impuissante et désarmée.
