The management Of production is increasingly a science. Effect unalterably and unavoidably follows cause. As a science, management endeavors not only to determine cause accurately and Specifically, but to determine it quantitatively, for it is only by so doing that effect can be accurately controlled. The output is low. This is an effect - the effect of a dozen causes, it may be. The causes may be accurately determined as poor Operation of the mixer, inadequate truck supply, slow loading of trucks, etc., but even then the control can only be haphazard. It is only when the superintendent knows exactly what percentage Of the working day is lost from each Of these and from any other causes affecting production that he is in a position definitely to deal with the production problem. On the other hand, it is unavoidably true that some methods are basically more efficient than others. Therefore the attainment of proper production at the lowest cost requires both the application of scientific manage ment and the use of what are basically the most efficient produc tion practices. It is for this reason that the discussion of the two is combined.
