Dr. H. S. Pritchett, President of the Carnegie Foundation, New York, spoke brieﬂy to the addresses just delivered. He argued that American higher education was at present unsatisfactory. It lacked the thoroughness which marked the product of the German gymnasia and the social charm which distinguished the great English schools and universities. This inadequacy would result either in the extinguishing of the college or in a return to a form of it simpler than the existent one. He was watching with interest the growth of the new universities of the West, and trusted that they would avoid the errors of the older institutions to the east and south.

Professor Adam Shortt, Chairman of the Civil Service Commission, Ottawa, Canada, pointed out that a settled university system was a thing for a decadent people. There was no finality in the matter, the real problem being to make the most of given potentialities.
