About the author KURT H. DECKER received his law degree from Vanderbilt University and his Masters of Law degree in labor law from Temple University. He is Adjunct Assistant Professor of Industrial Relations at Saint Francis College in Loretto, Pennsylvania, and currently practices law at the firm of Stevens & Lee in Reading, Pennsylvania.
