Excluding dispensations of the ordinary nature, which were few in number, I issued two for the formation of new chapters, namely, on the 3rd of April, 1891, to Algonquin Chapter, Sault Ste Marie, which had been strongly recommended by the District Superintendent and the Companions at Port Arthur, and on the 2nd June, 1891, at Nort h Bay, which was also strongly recommended by the District Superintendent and many prominent Companions in the northern part of the Province.
