Synopsis

This monograph represents the work of an interdisciplinary, bilateral research team, with members from the Marine Law Institute of the University of Southern Maine, the Complex Systems Research Center of the University of New Hampshire, and the Ocean Studies Programme of Dalhousie University in Halifax, Nova Scotia. The study was made possible by grants from the William H. Donner Foundation, Inc. of New York and the Max Bell Foundation of Toronto, Canada. We are extremely grateful for their generous support and enthusiasm for the project. In the course of the study the investigators held a number of workshops and meetings, allowing study participants to meet and exchange information among themselves and with representatives of government agencies, research organizations, and universities. In this manner additional expertise was brought to bear on specific facets of the study. Two of the most important meetings were held in the fall, 1983.
