Excerpt from A Souvenir Presented by the Public Libraries Committee to Andrew Carnegie, Esq. In Commemoration of His Opening the Passmore Edwards Public Library, Plaistow, on May 9th 1903: Being a Résumé of the History of the West Ham Municipal Libraries, Together With a Description of These Institutions, Forming a Part of the Annual Report for 1902-3

In connection with the opening of the Passmore Edwards Library at Plaistow, it has been considered not inappropriate to issue the Report for 1902 - 3 as a Souvenir, of which the primary purpose should be to give Mr. Andrew Carnegie, who will Open the building, a record of the Library Movement in West Ham, and of the progress of the Libraries which have been opened up to the present time. As, however, the opening of a new Borough Public Library is an event which will, no doubt, excite considerable interest, and give rise to thoughts and enquiries on the past history and value of these Institutions, it has been decided to publish a sufficient number of copies to also enable many of our fellow townsmen to possess themselves of this little memento, and thus preserve a record of interesting events, which, it is hoped, may be referred to in future as influences which have largely helped in the intellectual and moral progress of the Borough.
