I would recommend the establishment of a permanent sur plus fund to be used-for the redemption of the outstanding war rants for the year 1891 and subsequent years wherein the war rant issue has been in excess of the revenue.
The Fifteenth General Assembly appropriated for the Gen eral Incidental Fund the sum of This is an amount considerably less than has heretofore been appropriated for this purpose, nevertheless the Auditing Board has economized to such a degree as to keep its expenditures within the sum mentioned, and you are well aware the Auditing Board has denied requisi tions for actual necessities by the Departments, in order to pre vent a shortage in this fund, therefore, I am sure you will agree with me that the Sixteenth General Assembly should be urged to appropriate the sum of $7 for this fund.
