Colorado has one of the best and most effective systems of water laws of any of the arid states. These laws have proven well adapted to the development of out state and the conservation of her water supplies.
In recent years there has been created an organization of water officials and hydrographers, whose duty it is to admin ister and measure out the public water supplies of the state to the rightful owner in accordance with the decrees of the courts. This organization has recently been referred to by an experienced Government official, as the most comprehensive and effective of the kind in the western states.
