Recognizing the need to provide the means for orderly growth of the community, the Liberty Board of Town Commissioners called for a series of studies leading up to a plan for future growth and the means to implement it. In 1964, at the Board's request, the Division of Community Planning of the North Carolina Department of Conservation and Development undertooka study of the population and economy of the community. The Population and Economic Report was published in May, 1965.
