I should like to say, first, that for many years labor unions had looked askance at time study techniques. Trade unionists had been prone to regard these studies and techniques as manage ment tools for labor speed-ups and for dilution of skills in indus tries where skills are valued factors. The fact that management in the past sought to exclude labor from taking part or exercising any control over time studies served to strengthen this prejudice.
