In order to introduce my subject, I would like for a moment to spend a few minutes on the assumptions behind the various issues that I will take up. Some of these assumptions may appear on the surface to be obvious, but their consequences may not. So a brief discussion may help our understand~ ing of the issues involved and also provide a rationale for the transition from present to future systems.
