D'après la définition du président Montesquieu ce serait une absurdité de dire qu'il règne plus de 'li berté dans tel pays que dans tel autre attendu que dans tout pays quelconque on a le droit de faire ce que les lois permettent. Seulement les lois d'un pays laissent plus de latitude à la volonté de l'bomme que celles d'un autre peuple et la liberté est toua jours en raison inverse des restrictions apportées par la loi à la possibilité d'exercer cette volonté.
