The book offers a critique of the 'quango' system, whereby state aid and authority is channelled through (or entrusted to) intermediary bodies. Dr Pearson analyses the debates surrounding arts patronage over the past two hundred years, showing how the same themes, patterns and dilemas are found in the 18th, 19th and mid and late 20th centuries. There is a repeated failiure of public policy.
