About the Author

ARNE BIGSTEN is Professor of Development Economics at the School of Economics at G?tenborg University. He has been a visiting fellow at the University of Nairobi and the University of Oxford. - PETER KIMUYU is the Executive Director of the Institute of Policy Analysis and Research in Nairobi, Kenya and the immediate former head of the Economics Department at the University of Nairobi.
