Since Bulletin No. 76 is a preliminary draft designed to assist local agencies in evaluating the means by which local Delta problems can be solved within the structure of the State Water Resources Development System, all conclusions presented in this appendix must be considered preliminary. Following local review and public hearings on Bulletin No. 76, a final report will be issued, which will incorporate comments and suggestions pertinent to the appendices as well as the summary report.
