Those who are called upon to carry out duties con nected with the Public Health Act of 1872, have to deal with subjects involving three separate kinds of knowledge, - 1egal, medical, and chemical. The duties are so multifarious, and to many now engaged in them they are so novel, that it seemed advan tageous, in the production of a Manual of Public Health, to secure the assistance of three gentlemen severally experienced in each of the branches of knowledge involved. Hence the origination of this manual, in which I have had the advantage of the collaboration of three able and well-known authorities. Although I am responsible for the general construo tion and editorial supervision of the work, and for whatever faults may exist in it, such merits as may be found in its execution will of course be properly ascribed to the authors and' not to the editor.
